April 2017, Summit, NJ – Frank Macioce, a well-known figure in Summit, was recently named chair of the Overlook Medical Center’s Community Advisory Board, a group of individuals from the communities served by the medical center.
Macioce has served on the Community Advisory Board and the hospital’s Community Health Committee since 2014. Previously, he served for six years on Summit’s Common Council including two as Council President. There, he was known for his collaborative approach to problem solving. Prior to that he served on Summit’s Zoning Board of Adjustment. He also serves on the boards of Summit Area Public Foundation, Summit Park Line Foundation, and HomeTowne Television and is a past trustee and Board Chair of Summit Speech School.
Macioce, a graduate of Purdue University and Vanderbilt University School of Law, was employed at Merrill Lynch for 30 years, serving as general counsel to various business units. He and his wife Helen are longtime Summit residents.
Macioce replaces outgoing chair Robert Mulcahy III. Mulcahy served for six and a half years on the Community Advisory Board, all as chairman. He had also served on the Community Advisory Board’s board’s finance committee. Mulcahy is also a member of the Board of Trustees of Atlantic Health System, Overlook’s parent organization, where he has served for 14 years.
“I want to offer my thanks to (Overlook president) Alan Lieber and the staff at Overlook for the support I received during my six and a half years as board chair,” Mulcahy said. “I’m pleased that Frank is the new chair. I think he brings everything that a community member could bring to an advisory board.
Mulcahy and Macioce were asked three questions about the Advisory Board’s accomplishments and its priorities going forward. The following are their responses:

Which of the Advisory Board’s accomplishments are you proudest of?
As with the rest of Atlantic Health System, Overlook has come a long way as a leader in the field of health care. A few of the notable accomplishments I’ve been honored to be part of have been:
- The development of the Atlantic Neuroscience Institute, which is today the premiere destination for experienced, cutting-edge care for everything from stroke to brain tumors to movement disorders not only in our area but throughout New Jersey
- The expansion of the emergency department. That is where so many people in our communities first experience Overlook, so we strove to make sure that experience was the best it can be for our patients
- The construction of the helipad. This is something that has already helped save and improve many lives. I am proud that Overlook and Atlantic Health System worked for so long to make this a reality, along with a responsible commitment to our community.
What was your guiding philosophy as board chair?
The quality of care delivered to the patient, always. Our primary purpose has been to improve the health of the people who come to us in body, mind and spirit. The quality of care that Overlook patients receive is terribly important to me as well as the manner in which we deliver that care.
What would you most like the community to know about Overlook?
I think that Overlook has become a fixture in Summit and the surrounding area. We are a leader in so many ways. So I think the community should know that they have something very special in their midst.

What priorities do you foresee for the board in the near future?
The highest priority of the Community Advisory Board is to support Overlook Medical Center by providing community input that helps it address the health care needs of residents. To that end, we even updated the name of our group this year from just “Advisory Board,” to “Community Advisory Board.” The input of our community is vital to everything Overlook does, and needs to be reflected in every way.
Patient satisfaction, monitoring quality and addressing the most urgent needs identified by the Community Health Needs Assessment, will be at the top of our list of priorities in the future.
What will be your guiding philosophy as board chair?
Going back to the importance of community input, you need invested people to provide it on a regular basis. So it seems to be that broad participation of the Community Advisory Board members, both at Board meetings and through the Board’s two committees, is essential for us to add value for Overlook. Therefore, inclusion and encouraging participation is my guiding philosophy, and something I intend to build on as chair.
What would you most like the community to know about Overlook?
I would like the community to know that Overlook is an excellent medical center that continually strives to be even more exceptional. In just the first few months of this year, Overlook has been recognized twice by Healthgrades, earning its prestigious Distinguished Hospital designation, as well as ranking as one of ‘America’s 100 Best Hospitals’ for clinical excellence. It was also named as one of 2017 America’s Best Hospitals for bariatric surgery, heart care, and was named one of America’s Best Stroke Centers by the Women’s Choice Award, a consumer rankings group. The hospital was also named one of America’s Best Breast Centers for the second consecutive year. Beyond these accolades, I would like the community to regard Overlook as the trusted resource to help them live healthier.
